We are experienced payroll specialists, and members of the Chartered Institute of Payroll Professionals, with over 10 years of practicing payroll in Bristol and the South West. Originally the payroll department of an established firm of accountants PCL has been set up to accommodate small and medium businesses with their payroll needs and to support them on their Auto Enrolment journey as the process evolves.

Neil Houghton – FFA, FFTA, CIPP
Director & Senior Consultant
I started my practice in 1984, Neil Houghton Accounting Limited was incorporated in 2001 and Payroll Compliance Ltd was formed in 2014. I am a Fellow of the Institute of Financial Accountants and Federation of Tax Advisors, as well as an Associate member of The Chartered Institute of Payroll Professionals. Payroll-Compliance.co.uk has been set up to accommodate small and micro businesses that will be reaching their Auto Enrolment staging dates over the next 2 years. I have held senior accounting positions in industry, commerce and private practice both in the UK and overseas.
As principal of Neil Houghton Accounting and now Payroll Compliance I have developed extensive knowledge and experience in aiding small / medium sized organisations achieve their business goals. Being in general practice has given me huge personal fulfilment and exposure to a wide and fascinating variety of enterprises and personalities. I find it hard to imagine a more rewarding profession, working with clients, understanding their aspirations and helping them to achieve their business goals.
As an employer I am very proud of the dedicated team of professionals that I have been fortunate enough to build up around me. We all share a passion for getting involved with clients’ business issues and are all dedicated to providing the highest possible level of service, our commitment to which has resulted in a very low attrition rate with many of our clients having been with us for over 15 years and some since the very start.

Senior Account & Payroll Manager
I have worked with Neil for over 18 years. Prior to working at Neil Houghton Accounting I worked for several years for a debt management company helping a range of people, particularly those in the police & armed forces, avoid insolvency. Through Neil Houghton Accounting I have attained 10 years experience in managing the payroll for our clients giving me the knowledge and confidence to branch out and manage Payroll-Compliance.co.uk
At Payroll-Compliance.co.uk I oversee the Payroll and specialise in all aspects of compliance and where necessary representing clients at HMRC tribunals. I have an enviable record of winning appeals with HMRC and will battle hard for those clients who we feel have been unfairly treated by the Revenue.
Over the years I have attained a diverse portfolio of clients ranging from investment companies to those involved in music & the arts, from sole traders to limited companies, LLPs, charities & other not for profit organisations. I advise on a range of issues including VAT, Self Assessment, CIS, Payroll and property letting as well as handling all new incorporations and statutory compliance matters.

Stephanie Mogg – MATT, CIPP
I am a Payroll and Accounts Manager for Payroll-Compliance.co.uk. I have nearly 20 years experience working within accounts and am a Member of the Association of Accounting Technicians (MAAT) and an Associate Member of the Chartered Institute of Payroll Professionals (CIPP). I joined the team here in February 2014 prior to which I was running the accounts and payroll department of a successful privately owned limited company in the leisure industry.
In my role as Payroll Manager I work within the RTI system ensuring that payroll is accurate and completed within the strict deadlines. I enjoy assisting clients in all aspects of their role as employers and am in charge of preparing them for Auto Enrolment, and ensuring they meet their statutory obligations come their individual staging dates.

Rachel Houghton – MSc, CIM
Marketing Director & Auto Enrolment Coordinator
I am the Marketing Director Payroll-Compliance.co.uk. I have worked as a consultant alongside Neil for 3 years and have been instrumental in forming Payroll Compliance. I have an MSc in Marketing and I am a Member of the Chartered Institute of Marketing.
I provide a cost effective resource base in helping to research, plan and coordinate marketing strategies. I get great pleasure out of helping our clients develop their businesses, particularly in this age of new information technology and communications.
My role within Payroll-compilance.co.uk also involves writing and producing its company literature, dealing with internal HR issues and generally looking after and organising the team, managing the office and bossing Dad (Neil) around! I took it upon myself to train in Auto Enrolment giving me the knowledge and skills to support businesses through this inevitable transition.
