About Us

Payroll Compliance Ltd (PCL) was formed in 2014 by Neil Houghton and his daughter Rachel, along with Stephanie Mogg and Lucy Cook.

At PCL we dedicate ourselves to forging excellent relationships with our clients and providing an outstanding level of service.

Having grown from the payroll department of a long-established family accountancy practice, we know how small-medium businesses work and we understand the value of good communication.

You will be looking for a payroll provider that works accurately, efficiently and reliably for a competitive fee.

You will want to know that you can speak to one of the team immediately should an issue arise and you will want to feel assured that the advice and guidance you are given is current and correct.

Neil Houghton – CIPP
Director & Senior Consultant

I am the Principle Director for PCL. I am an Associate member of The Chartered Institute of Payroll Professionals. I have held senior accounting positions in industry, commerce and private practice both in the UK and overseas.

My role within PCL is to:

  • Provide and maintain sound corporate governance
  • Support and develop the team

Stephanie Mogg – MATT, CIPP
Payroll Director

I am the Payroll Director for PCL. I have nearly 20 years experience working within accounts and am a Member of the Association of Accounting Technicians (MAAT) and an Associate Member of the Chartered Institute of Payroll Professionals (CIPP). Prior to forming PCL I was running the accounts and payroll department of a successful privately owned limited company in the leisure industry.

My role within PCL is to:

  • Oversee the Payroll and specialise in all aspects of compliance
  • Train and manage the team on new legislation and procedures
  • Deal with payroll and HMRC queries
  • Most importantly I liaise with our clients on a monthly basis building a strong relationship with the payroll contact enabling me and my team to develop in-depth knowledge of the payroll.

Rachel Houghton – MSc, CIM, CIPP
Marketing Director

I am the Marketing Director for PCL I have worked alongside Neil and Stephanie for 4 years and have been instrumental in forming Payroll Compliance. I have an MSc in Marketing and I am a Member of the Chartered Institute of Marketing. I am qualified as a Payroll Technician and an Associate Member of the Chartered Institute of Payroll Professionals.

My role within PCL is to:

  • Develop new business opportunities and on board new clients
  • Write and produce company literature
  • Ensure all new legislation is adhered and communicated to employees and clients
  • Manage the office dealing with internal HR issues
  • Write all policy and procedures as well as managing and monitoring standards.

Lucy Cook
Senior Account & Payroll Manager

I have worked with Neil for over 18 years. Prior to that I worked for several years for a debt management company helping a range of people, particularly those in the police & armed forces, avoid insolvency. I have attained 15 years experience in managing the payroll for our clients giving me the knowledge and confidence to mentor the team at PCL.

My role within PCL is to:

  • Mentor to Stephanie and Rachel
  • Support and advise on any complicated tax issues.

Emma Serle
Payroll Administrator

I am a Payroll Administrator for PCL and have worked with the company 2 years during which time I have been working towards completing my AAT qualification.

My role within PCL is to:

  • Maintain and administer the technical and professional quality of the payroll service delivered to a varied client base
  • Ensure all payroll based compliance activities and client based deadlines are achieved on weekly, fortnightly and monthly cycles
  • Administer auto-enrolment on behalf of the clients, both with staging and ongoing reporting requirements
  • Support and assist in maintaining the PCL office administration and standard.
